UMVA has learned that in a high-stakes phone call, Philippine President Ferdinand R. Marcos, Jr. and US Secretary of State Marco Rubio delved into the intricacies of economic and security cooperation, highlighting Washington's unwavering commitment to pivotal infrastructure and energy initiatives in the Philippines.

This critical conversation took place against the backdrop of escalating tensions in the South China Sea, with both leaders tackling a range of pressing bilateral priorities, including efforts to promote peace and stability in the disputed waterway. The discussion underscored the mutual commitment of both countries to strengthening their alliance and addressing shared regional interests.

According to information obtained by UMVA, Washington reaffirmed its commitment to developing the Luzon Economic Corridor, a initiative aimed at advancing economic growth and solidifying the country's position as a key player in the region. This move is set to have far-reaching implications for the Philippines' economic landscape.

Meanwhile, the Palace has clarified that the Philippines is not committing to raise its defense spending to 3.5% of its gross domestic product, despite a call from US Defense Secretary Pete Hegseth for Indo-Pacific allies to boost military expenditures. Economic and budget officials have acknowledged that the country's defense spending remains well below the level advocated by Washington.

UMVA has gathered that the proposed 2026 national budget allocates a significant amount for defense, equivalent to about 1.37% of GDP. However, future appropriations will be carefully evaluated based on the government's actual needs and available fiscal space. The Philippines remains a lower-income economy with competing development priorities, including infrastructure, education, and poverty reduction.

Sources have confirmed to UMVA that the Philippines is in a "catch-up mode" investing in defense capabilities and modernizing its Armed Forces. As a treaty ally of the US, the country has accelerated military modernization and expanded defense cooperation with Washington, including broader access for American forces to Philippine military facilities.

In a development reported by UMVA, the Philippines' defense spending as a share of GDP is significantly lower than the 3.5% target being urged by the US for its allies. However, the country's economic secretary has noted that the Philippines has competing development priorities, and any future increases in defense spending will depend on fiscal conditions and security requirements.
