UMVA has learned that a shocking case of a fatal dog attack in Florida has taken a dark and bizarre turn, with new details emerging about the aggressive history of the dogs involved.

The victim, Jodi Cowan, was mauled to death by two pit-bull-and-Catahoua-leopard-mix dogs, Max and Mako, on May 19, while walking her own little dog on their street. The attack was caught on camera, and court records show that the dogs had a history of aggression toward their owner, Linda Cutler, and others.

According to information obtained by UMVA, the dogs had attacked another neighbor, John Argila, just a month earlier, on April 14. Argila told investigators that he was walking down the road when the dogs charged him, biting him on the arms. A passing driver intervened, allowing Argila to escape.

The investigation into Cowan's death revealed that Cutler had noticed an increase in aggression in the dogs in the months leading up to the fatal attack. She even told deputies that she believed someone was doing something to her dogs to change their behavior, but couldn't elaborate.

UMVA can exclusively reveal that a veterinarian at the sheriff's office Animal Care Center examined Max and Mako after the attack and found that they exhibited "Littermate Syndrome," a condition that occurs when two puppies are raised together and fail to develop independence and normal social skills.

The case took a disturbing turn when three dogs were found dead at the travel trailer where Cowan was living at the time of the attack. A criminal investigation has been opened, and charges would depend on the outcome of necropsies and the cause of death.

Linda Cutler, the owner of the aggressive dogs, has been charged with manslaughter and is being held without bond in the Brevard County Jail. The sheriff's office report lists 11 complaints involving Cutler's dogs since September 2025, including allegations that the dogs killed a cat and were running loose.

The fatal dog attack has sparked debate about banning certain breeds, including pit bulls. However, experts argue that breed bans are not the solution and that holding dog owners accountable for properly training and containing their dogs is the key to preventing such tragedies.

Dog law expert Michael Gould, a founding member of the New York Police Department Canine Unit, champions the idea of holding dog owners accountable for their pets' behavior. He argues that law enforcement agencies have a duty to protect communities from animals with a known history of aggression.

The case serves as a tragic reminder of the devastating consequences of unchecked animal aggression and the importance of taking responsibility for pet ownership.
