A seemingly routine St. Patrick’s Day celebration in Waterloo took a startling turn when a police sniper was deployed to monitor an unsanctioned street party. The decision ignited immediate controversy, leaving the city’s mayor completely blindsided.

Mayor Dorothy McCabe expressed shock and surprise upon learning of the sniper’s presence, stating she had no prior knowledge of the deployment. She also revealed she was unaware of any intelligence suggesting potential weapons or escalating violence connected to the event.

McCabe has formally requested a meeting with the Waterloo Regional Police Chief, Mark Crowell, demanding a full explanation for the decision to utilize a sniper in a situation she understood to be a manageable public gathering. The incident raises serious questions about transparency and the level of force deemed necessary.

The annual St. Patrick’s Day parties in Waterloo have long been a concern, consistently drawing large crowds to the university district. The area, nestled near Laurier University and close to other educational institutions, has become a focal point for these gatherings.

This year, authorities warned the public to avoid the Marshall St.-Regina St. N. area as the public order unit worked to disperse the crowds. Police presence was significantly increased, alongside municipal bylaw officers, aiming to maintain public safety.

The parties haven’t always required such a heavy response. What began as a “very manageable event” has steadily grown in scale and intensity over the years. In 2019, the festivities spiraled out of control, resulting in multiple arrests after an estimated 20,000 revelers clashed with officers and hurled bottles.

City officials attempted to proactively address the issue in 2025 by seeking a court injunction, but ultimately shifted their strategy this year. They opted to enforce nuisance bylaws and declared the event a “community safety event,” hoping to control the celebrations through existing regulations.

When questioned about the sniper’s role, Waterloo police offered a brief statement emphasizing their collaborative approach with first responders and local universities. They maintain a close working relationship to ensure a coordinated response to these annual events, but did not directly address the rationale for deploying a sniper.

The incident has sparked a wider debate about police tactics and the appropriate level of intervention for large public gatherings. It underscores the challenges faced by authorities in balancing public safety with the rights of citizens to celebrate and express themselves.
