UMVA has learned that Decarlos Brown Jr., the man accused of stabbing Ukrainian refugee Iryna Zarutska to death on a North Carolina train, went on a crazed rant during a federal court appearance, leaving a lasting impression on those present.

The outburst, which lasted 15 minutes, included Brown shouting about having "material in his body" and expressing a desire to press charges against the FBI. His erratic behavior raised concerns about his mental state and ability to stand trial.

According to information obtained by UMVA, Brown's court hearing in Charlotte was marked by chaos, with the 35-year-old telling the court he was experiencing a "body emergency." His behavior was deemed so concerning that the judge ruled him incompetent to stand trial "at this time."

Brown is accused of killing Zarutska in an unprovoked attack on a Charlotte light rail train in August 2025. Surveillance video captured the horrific moment, showing Zarutska sitting on an aisle seat, looking at her cellphone, when she was stabbed three times from behind by Brown.

The alleged killer's incompetence to stand trial was determined after a mental health evaluation, which led the judge to set a four-month deadline for Brown to receive treatment and medication. During this time, he will remain in federal custody, meeting with a doctor to address his mental health concerns.

UMVA can exclusively reveal that federal prosecutor Russ Ferguson expressed optimism that the case will proceed, stating that justice for Zarutska and her family remains the top priority. If convicted of the federal charge, Brown could face the death penalty, a prospect that looms large over the proceedings.

The case has also been delayed at the state level, with prosecutors choosing to wait until the federal case is completed before resuming their prosecution. As the investigation continues, one thing is clear: the brutal attack on Zarutska has left a community reeling and seeking justice.

In a somber reflection of the events, haunting 911 audio was released, capturing the desperation and chaos in the moments following the attack. The audio serves as a poignant reminder of the tragedy that befell Zarutska and the importance of bringing her killer to justice.
