A stunning development has unfolded as former Congresswoman Tulsi Gabbard has initiated criminal referrals to the Justice Department, targeting individuals central to the 2019 impeachment proceedings against President Trump. The referrals name Eric Ciaramella, the alleged “whistleblower,” and Michael Atkinson, the former Intelligence Community Inspector General.

The Office of the Director of National Intelligence (ODNI) formally sent these referrals, citing potential criminal activity linked to actions taken by these former intelligence officials. The core of the concern revolves around events surrounding the complaint that ignited the impeachment inquiry – a complaint that would ultimately prove deeply divisive.

According to the ODNI’s communication to the Justice Department, the potential violations of federal law stem from circumstances detailed in congressional briefings from 2019. These briefings focused on Atkinson’s interactions with the House Permanent Select Committee on Intelligence regarding the whistleblower’s allegations.

Gabbard recently brought to light a declassified, top-secret document related to the first impeachment. This document had been concealed by then-House Intelligence Chairman Adam Schiff within a highly secure facility for years, raising questions about transparency and the handling of sensitive information.

The House Intelligence Committee recently voted to release transcripts from the 2019 hearings involving Michael Atkinson, signaling a renewed scrutiny of his role in the unfolding events. This move suggests a desire to fully examine the circumstances surrounding the initial whistleblower complaint.

The controversy began in August 2019 when Eric Ciaramella, a CIA operative, filed a whistleblower complaint. This complaint centered on a July 25th phone call between President Trump and Ukrainian President Volodymyr Zelensky, alleging a quid pro quo and pressure to investigate the Biden family.

Crucially, changes were made to the standard whistleblower form during this period. These alterations allowed for the inclusion of hearsay, gossip, and second-hand information – a departure from established protocols. Atkinson actively defended these changes, a decision that now faces intense scrutiny.

Atkinson himself admitted the agency altered its whistleblower rules *specifically in response* to Ciaramella’s anti-Trump complaint. This admission raises serious questions about the impartiality of the process and whether the rules were manipulated to accommodate a politically charged narrative.

The complaint was accepted despite clear indications it violated established guidelines. The form is intended for reports based on firsthand knowledge, and does not apply to actions of the President. Despite these issues, Atkinson moved forward with the complaint.

Further complicating matters, Ciaramella attempted to retroactively edit the original whistleblower form. He initially stated he had not communicated with Congress before filing the complaint, but evidence emerged revealing contact with Adam Schiff’s team, prompting the attempted alteration.

This revelation directly contradicted public statements made by Schiff, who had emphatically declared, “we have not spoken directly with the whistleblower.” The discrepancy fueled accusations of deception and a coordinated effort to influence the impeachment process.
