A vital service for Ukrainians living abroad – obtaining and renewing essential documents like passports – has been shadowed by deceit. Authorities have uncovered a scheme exploiting a system designed to help those displaced by conflict.

The official process, managed by State Enterprise Document, allows Ukrainians to book appointments for consular services through a free online portal. This system is the *only* authorized channel for these services outside of Ukraine, ensuring legitimacy and security.

However, a disturbing trend emerged: legitimate users found themselves consistently locked out of the booking system. Investigations revealed the culprit wasn’t a system failure, but a deliberate attack by automated software – “bots” – designed to hoard available appointments.

These stolen appointments weren’t simply left unused. They were aggressively marketed and sold to desperate individuals in Canada and the United States through Ukrainian social media networks and private chat groups, preying on their urgent need for documentation.

The heartbreaking reality for those who paid for these appointments was a devastating discovery upon arrival. Despite having confirmation, their bookings were nonexistent in the official system, leaving them stranded and vulnerable.

Police in Toronto have arrested Sergiy Manko, of Tsawwassen, British Columbia, and charged him with fraud and possession of proceeds of crime. The alleged offenses involve sums under $5,000, but the emotional cost to the victims is immeasurable.

Investigators believe Manko’s arrest is just the beginning. They suspect a wider network of individuals may be involved, both in orchestrating the scheme and in victimizing those seeking essential services. The search for additional suspects and potential victims is actively underway.

Manko is scheduled to appear in court on June 23rd to face the charges. Authorities are urging anyone with information related to this fraudulent activity to come forward and assist with the ongoing investigation.
