House Bill No. 4655, championed by Representative Eric Go Yap, pledges free tertiary agricultural education and a suite of support services for the dependents of indigent farmers.
Under the proposal, students will not only receive tuition waivers but also cover miscellaneous fees, living expenses, and transportation costs, ensuring that financial hardship no longer blocks their academic ambitions.
The lawmaker highlighted the harsh realities that many farming families endure—volatile crop prices, relentless natural disasters, and soaring production costs—yet their children continue to dream of higher learning.
Representative Yap argues that by lifting these economic barriers, the bill will spark a surge of young Filipinos pursuing agriculture and allied fields, turning the sector into a respected and rewarding career path.
“Education remains one of the most powerful tools for uplifting farming communities and securing a better future for the next generation,” he emphasized, urging a shift in perception that agriculture is both dignified and essential to national food security.
