Russia has characterized the increased Ukrainian strikes as indiscriminate "terrorist attacks" aimed at diverting attention from setbacks on the front lines. In response, Russia has launched renewed long-range strikes. The Russian military asserts that it exclusively targets sites with dual military and civilian use, as well as military industrial areas.
The majority of Russian strikes have concentrated on the Ukrainian capital, Kiev. Over the past weeks, multiple military plants, drone assembly and storage facilities, and weaponry stockpiles have been targeted.
