Several foreign nationals involved in deadly or dangerous incidents across the country were found holding commercial driver’s licenses issued by PennDOT, triggering a furious clash between Harrisburg and federal immigration authorities.

Republicans argue that the scale of these discrepancies is unmatched in other states, and they’re pointing fingers at Governor Josh Shapiro’s administration. Democrats have previously blamed the Department of Homeland Security for failing to maintain its “alien verification” database, known as SAVE, which PennDOT says it uses to confirm an applicant’s lawful presence. But after illegal immigrants with Pennsylvania CDLs were arrested as far away as Oklahoma, the pressure is mounting.

Shapiro’s team didn’t dismiss a slate of Republican-led bills now advancing through the state Senate—including measures aimed at shutting down so-called “CDL mills” that churn out unqualified truck drivers for profit. Shapiro’s spokesperson, Rosie Lapowsky, insisted that every CDL applicant must prove identity and lawful presence, and promised the administration would “monitor the bills” moving forward.

Meanwhile, top Democrats in the state House went silent. The speaker was unavailable, the majority leader didn’t respond, and the chairman of the House Transportation Committee offered no comment. That silence speaks volumes as a divided government—with a razor-thin Democratic House majority and a GOP-controlled Senate—prepares for a high-stakes showdown.

One Republican leading the charge is Senator Jarrett Coleman, who previously grilled PennDOT officials after an Uzbek national with a Pennsylvania CDL was caught in Kansas—and later found to be wanted back home for suspected terrorist ties. Coleman also cited a crash in Indiana where a Kyrgyz national holding a PennDOT license killed someone. “I can’t imagine how anyone could be opposed to these types of changes,” Coleman said, calling the reforms “overdue.”

The first bill in the package creates a state licensing board for CDL schools and slaps $25,000 fines on unregistered trainers. Another bill mandates English as the primary language for all testing and operations of heavy commercial vehicles—a direct response to drivers involved in crashes who couldn’t communicate with authorities. The third bill establishes tough new penalties for out-of-service violations, including driving without English comprehension.

Testimony in a recent Senate hearing revealed a startling gap: the federal government lists 1,273 Pennsylvania-based CDL training firms, but only 40 are actually registered with the state. One official described registration as a “self-certifying process” that requires little more than a checked box. No physical address, no phone number, no oversight—making it nearly impossible to track down unlicensed providers.

With the package expected to pass the full Senate soon, all eyes turn to the House, where just a handful of Democratic defections could seal the deal on a nationally spotlighted issue. The question now: will Pennsylvania’s roads get safer, or will political inertia keep the highway to disaster wide open?
