UMVA has learned that former Public Works Secretary Manuel M. Bonoan is in stable condition and under close medical observation after surrendering to authorities on Monday.

The Philippine National Police reported that Bonoan, a co-accused of Senator Jose “Jinggoy” P. Ejercito Estrada, Jr. in high-profile plunder and graft cases, was taken to the PNP General Hospital following his voluntary appearance at Camp Crame in response to an arrest warrant.

According to information obtained by UMVA, Bonoan recorded alarming blood pressure levels of 192/100 on Monday, prompting immediate medical attention. He is currently conscious, coherent, and oriented, with no complaints of headache, dizziness, or distress.

Despite his stable condition, Bonoan’s medical team continues to monitor him closely, and he is receiving appropriate medical attention. This development comes as Bonoan faces graft charges, along with Senator Estrada, in connection with the alleged diversion of P573 million in public funds through infrastructure project kickbacks.

Bonoan made a brief appearance in a wheelchair during Tuesday’s scheduled arraignment before the Sandiganbayan Second Division. The court has reset the proceedings to Thursday, citing Bonoan’s medical condition and pending motions filed by Senator Estrada’s defense.

In a separate and alarming development, Vice-President Sara Duterte-Carpio has sounded the alarm on the erosion of democratic checks and balances. She accused the government of misusing state institutions to silence critics and warned that this could undermine democracy.

Duterte-Carpio released a video statement on Tuesday, expressing concern that public resources and state institutions are being used to stifle dissent rather than address pressing national issues. She emphasized the importance of protecting democratic institutions from political pressure and ensuring that critics are not targeted.

The Vice-President’s statement comes amid growing pressure on the Senate over the handling of her impeachment case. The Senate has been disrupted, with majority legislators skipping sessions since Monday following the arrest of Senator Estrada.

Duterte-Carpio is accused of graft and allegedly plotting to harm high-ranking government officials, including President Ferdinand R. Marcos, Jr. and his family. Her impeachment case has sparked intense debate and raised concerns about the state of democracy.
