The Philippines is setting its sights on a pivotal role in the global technology landscape, actively seeking membership in the United States’ Pax Silica initiative. This ambitious program aims to secure the supply chain for critical minerals and build the infrastructure necessary for the burgeoning age of artificial intelligence.

According to a high-ranking trade official, the Philippines views Pax Silica as fundamentally built upon two crucial pillars. The first is establishing a reliable and secure source of critical minerals and rare earth elements – essential components for both national defense and cutting-edge technological advancements.

The second pillar focuses on developing robust AI digital infrastructure. Participation in Pax Silica would position the Philippines as a key player in the production of this infrastructure, capitalizing on the explosive growth anticipated in the AI sector.

The initiative isn’t simply about raw materials; it’s about the entire ecosystem. Pax Silica seeks to forge a trusted network of AI developers and vendors, revitalizing established industries and unlocking entirely new markets and services.

Currently, a diverse group of nations – including Australia, Greece, India, Israel, Japan, Qatar, South Korea, Singapore, the United Arab Emirates, and the United Kingdom – have already signed on to the Pax Silica framework. Taiwan participates as a non-signatory partner.

Beyond the US partnership, the Philippines is also exploring a critical minerals agreement with Canada, recognizing the importance of diversifying its resource partnerships. This follows a recent memorandum of understanding with the US aimed at bolstering local processing of these vital minerals.

A potential free trade agreement (FTA) with Canada is also gaining momentum, with negotiations expected to conclude this year. This FTA isn’t just a bilateral benefit; it’s seen as a strategic gateway to the broader Canada-United States-Mexico Agreement (CUSMA).

Conversely, the Philippines could serve as Canada’s access point to the dynamic and rapidly growing Association of Southeast Asian Nations (ASEAN) market. The second round of FTA talks between the two nations is scheduled for April.

Canada’s ambassador to the Philippines emphasized a firm commitment to finalizing the FTA this year, highlighting its importance in bolstering economic security amidst increasing global uncertainties. Resilience, the ambassador stressed, is not achievable through isolation.

Instead, economic security is increasingly reliant on strong cooperation with trusted partners. This proactive approach signals the Philippines’ determination to become a significant force in the future of technology and global trade.
