During the bill signing, the governor stood before a stark backdrop denouncing Sharia law, emphasizing a firm line against what he termed “jihad.” He asserted that Florida would not allocate any public resources to groups deemed to pose a threat, mirroring actions taken at the federal level but asserting the need for similar vigilance within the state.

The core of the new law, designated HB1471, explicitly reaffirms the principle that Florida courts will not recognize or enforce foreign or religious laws, including Sharia law. It empowers the Florida Department of Law Enforcement to officially declare domestic terrorist organizations, triggering a range of restrictions, most notably the loss of any public funding.

The legislation extends its reach to the state’s university system, prohibiting public funding for institutions that demonstrate support for designated terrorist groups. Furthermore, universities are mandated to expel students found to be actively promoting such organizations, creating a potentially far-reaching impact on campus life and academic freedom.

The governor specifically cited a recent shooting at Old Dominion University in Virginia, where the attacker reportedly shouted “Allahu Akbar” during the incident, as a catalyst for the legislation. Authorities are investigating the shooting as a potential act of terrorism, adding to the urgency surrounding the bill’s passage.

This action follows a period of heightened global tensions, including joint strikes against Iran and escalating concerns about retaliatory attacks by Iranian proxies within the United States. Simultaneously, American university campuses have experienced a surge in protests and unrest following the October 7th attack on Israel by Hamas.

The law has ignited a fierce debate, with critics raising serious concerns about its potential to infringe upon First Amendment rights. The American Civil Liberties Union of Florida has condemned the bill as “dangerous,” arguing it establishes a system for unilateral government labeling of groups and individuals without adequate due process or constitutional safeguards.

This legislative move is not isolated; the governor recently issued an executive order designating both the Council on American-Islamic Relations (CAIR) and the Muslim Brotherhood as foreign terrorist organizations. However, that order is currently stalled in court proceedings after a federal judge issued a temporary block, preventing its immediate implementation.
