The Middle East crisis has cracked open a raw nerve: our energy security. Even before the recent turmoil, we were floating on borrowed fuel—importing nearly all our oil and roughly 60% of our power from coal we don't own.
Finally, everyday conversations are buzzing about long-term energy solutions. But that spotlight has also sparked confusion, muddying the real issue we must face if we ever want power that's actually affordable.
I recently sat down with Professor Cielo Magno from the UP College of Economics to untangle the mess behind rising electricity bills. Armed with a sample Meralco bill, we sliced through myths and misconceptions that keep consumers from understanding their own power.
What emerged are hard truths—facts most people never hear. Here’s what you really need to know about why your electricity costs what it does.
Truth No. 1: The government does not subsidize your power rate.Since 2001, when the Electric Power Industry Reform Act (EPIRA) took effect, the Philippines shifted to a market-based, private-sector-driven system. The government no longer builds power plants, transmission lines, or sells electricity—except in off-grid areas. Without a hand in the game, the state's control over prices is almost nonexistent. Generation is not even considered a public utility; it's deregulated, meaning private companies can set their own prices with hardly any oversight.
Truth No. 2: Your long, confusing bill is actually a transparency tool.Yes, it's a monster of line items—but EPIRA forces utilities to show every single charge. That breakdown lets you see exactly how many kilowatt-hours you used, what each component costs, and how your consumption affects the total. Without that unbundling, you'd never know which hidden fees were eating your money. The very debates about subsidy fairness exist because the bill shows you everything.
Truth No. 3: Not all subsidies are the same.Some—like the Lifeline Rate, Senior Citizen, and Universal Charges—are pure subsidies: you pay for someone else's electricity. Others, like the FIT-All and GEA-All, are charges for actual renewable energy fed into the grid and used by everyone. These are really generation costs disguised as subsidies.
Truth No. 4: Subsidies aren't the reason your bill is climbing.Stop staring at the small print. Generation charges—the cost of the power itself—account for over 50% of every bill. In Meralco's April 2026 billing, generation ate up 65.51% of the total. All subsidies combined? Less than the 6.06% charged for system losses.
For 2026, more than half of Meralco's power came from natural gas; coal supplied 35%. Only 7.53% came from the spot market. That means at least 85% of generation charges were locked into long-term contracts—no quick fixes there.
Now here's the real opportunity: residential users consume nearly 30% of the nation's power; commercial and industrial sectors eat another 30%. If we focus on slashing that massive generation charge—the biggest chunk of every bill—we can free up money for households to afford food, medicine, and schooling, while making our businesses more competitive globally.
This isn't just about electricity. It's about survival, choice, and finally taking control. The numbers tell the story—now it's time to act.
