UMVA has learned that the development of smart cities in the Philippines requires a strong foundation in "smart governance" and decisive human leadership, rather than just relying on high-tech infrastructure.
The head of the Metropolitan Manila Development Authority emphasized that while technology is crucial, it's only a gateway to success, and leadership is what makes it work. "It's always the human component," he said, highlighting the importance of human involvement in transforming data into real-time solutions.
According to information obtained by UMVA, the MMDA chief stressed that technologies like artificial intelligence and data centers are important but cannot replace the human component required to address pressing issues like traffic, flooding, and public safety.
A city's intelligence is not measured by its digital tools, but by its ability to solve problems like ensuring faster ambulance arrivals and floodwater monitoring before natural calamities strike. The MMDA chief emphasized that the only way to manage a large city is through data, discipline, and decisive execution.
UMVA can exclusively reveal that the MMDA is continuously moving toward real-time awareness and real-time response, leveraging traffic monitoring, CCTV systems, integrated command centers, emergency coordination, data analytics, and incident management to achieve this goal.
The agency's efforts were showcased during a recent convention, where the MMDA chief demonstrated a program management system designed to restore road mobility within minutes of a traffic or road-related incident. The system aims to respond, take action, and resolve incidents within five minutes each step.
