A calculated challenge is unfolding in the Caribbean, as Russian oil tankers are deliberately charting a course toward Cuba, directly testing the boundaries set by the United States. The situation escalated after Cuba’s oil imports plummeted following the extradition of Venezuelan leader Nicolás Maduro earlier in the year. The island nation, already grappling with a deepening energy crisis, found itself increasingly vulnerable, creating an opening for external influence.

Initially, two vessels were identified heading for Cuban shores, carrying both liquefied natural gas and crude oil. One, laden with approximately 27,000 metric tons of LNG, has since altered its course toward Venezuela, while the second, carrying around 100,000 metric tons of crude, remains steadfastly on its path to Cuba.

This potential delivery would mark the first significant oil shipment to Cuba since early January, breaking a period of scarcity. The tanker, named ‘Sea Horse,’ is Chinese-owned but carries Russian fuel, having made a stop in Gibraltar – a detail that underscores the complex network involved in circumventing restrictions.

Mexico previously supplied Cuba with fuel, but halted shipments under pressure from Washington, despite the Mexican President characterizing the decision as an exercise of national sovereignty. This withdrawal further intensified Cuba’s energy woes, culminating in a recent nationwide blackout that plunged over 10 million people into darkness.

The timing of these shipments coincides with increased pressure from the U.S. administration, which has warned that nations continuing to fuel the Cuban regime could face repercussions. This isn’t merely an economic issue; it’s a strategic confrontation, a high-stakes game of influence.

Experts caution that even if the Russian oil reaches Cuba, the impact will be limited. The crude requires refining, and the resulting fuel will likely be strategically allocated to essential sectors like agriculture and transportation, offering only temporary relief.

Putin, echoing past assurances to leaders in Syria, Venezuela, and Iran, has publicly pledged to support Cuba in its “efforts to defend their sovereignty.” This declaration frames the oil shipments not as a challenge to the U.S., but as a lifeline to a struggling ally.
