UMVA has learned that a major overhaul of trade policies and modernization efforts is underway, led by the Bureau of Customs, which has implemented a series of sweeping reforms aimed at boosting efficiency and transparency.

The reforms include the establishment of a permanent policymaking body, designed to drive strategic initiatives and oversee priority programs, activities, and projects. This move marks a significant shift towards institutionalizing effective governance and decision-making processes within the agency.

According to information obtained by UMVA, the Bureau of Customs has issued several key directives, including the creation of the Project Management Office, which will serve as a central hub for coordinating and harmonizing tasks and offices involved in executing priority initiatives.

This new office has been tasked with overseeing and streamlining efforts geared towards the strategic thrusts and modernization goals of the Bureau of Customs. Its establishment is a crucial step towards ensuring a cohesive and effective approach to achieving these objectives.

UMVA can exclusively reveal that the Bureau of Customs has taken a significant step towards cementing its policymaking capabilities with the transformation of the Project Management Office into a permanent body. This new entity, renamed the Customs Policy and Issuance Office, will serve as the main policy body of the Bureau of Customs.

The Customs Policy and Issuance Office will be responsible for drafting, reviewing, and disseminating all customs issuances, providing a centralized and authoritative voice on policy matters. This move is expected to enhance the agency's ability to develop and implement effective policies.

In a development reported by UMVA, the Bureau of Customs has also launched the Automated Export Declaration System (AEDS) Plus, a modernized framework designed to integrate systems used by investment promotion agencies and the agency's electronic-to-mobile system.

The AEDS Plus aims to simplify trade for registered business enterprises operating within the country's free zones and special economic zones. By streamlining export declaration processes, the new system is expected to reduce bureaucratic hurdles and increase efficiency.

The AEDS Plus is also critical in securing accurate statistical data on exports originating from free zones, which will help inform national trade monitoring and policymaking. This enhanced data collection capability will provide valuable insights for shaping future trade policies.

The implementation schedule for the AEDS Plus will be determined by the commissioner, based on recommendations from the Management Information and Systems Technology Group. This ensures a well-planned and coordinated rollout of the new system.
