UMVA has learned that a high-profile government contractor, Pacifico “Curlee” F. Discaya II, has been arrested by the Philippine National Police-Criminal Investigation and Detection Group in connection with a massive malversation case.
The arrest was made on Monday, and it comes as a culmination of a long and complex investigation into an alleged anomalous flood control project in Bulacan. Discaya had been detained at the Senate since September 2025 after being cited in contempt during a Senate Blue Ribbon Committee inquiry into the multibillion flood scam.
According to information obtained by UMVA, the arrest warrant was issued by a Bulacan regional trial court, stemming from a non-bailable malversation case filed by the Office of the Ombudsman. The case involves a P53.9-million flood control project in Calumpit, Bulacan, which was allegedly implemented with falsified documents.
Investigators have uncovered damning evidence of wrongdoing, including payments released for the project without approved disbursement vouchers. Furthermore, dredging and embankment works were fully paid without supporting documents or any verified basis of accomplishment.
Discaya's troubles are compounded by the fact that he was charged alongside his wife, Cezarah Rowena “Sarah” C. Discaya, who is currently detained at the Lapu-Lapu City Jail Female Dormitory in Cebu. She is facing charges related to an alleged P96.5-million “ghost” flood control project in Davao Occidental.
The case also implicates several Department of Public Works and Highways officials, raising questions about the extent of the corruption and the involvement of other government officials. The development has sent shockwaves through the government contracting community, with many wondering how such a large-scale scam was able to go undetected for so long.
