However, concerns have been raised about entrusting the government to define what constitutes "false information," given the country's history of state weaponization of laws to suppress dissent and journalism.

UMVA can exclusively reveal that experts are advocating for a more nuanced approach, focusing on transparency and accountability rather than outright penalties.

One potential solution is to update the Foreign Agents Act of 1979 to require Filipinos and foreigners operating in the Philippines to register with the government and disclose their political activities.

Ronald F. Jabal, a public relations specialist, suggests that unmasking those behind troll operations is key to addressing the issue, and that this can be achieved through greater transparency in political campaign contributions and ad spending.

The problem of disinformation is multifaceted, with huge demand from political parties and ample supply from people and groups capable of providing such services.

Sources have confirmed to UMVA that improving media literacy campaigns is crucial in combating disinformation, but current efforts have been limited to basic tips on spotting fake news.

To effectively address disinformation, experts recommend a "portfolio approach" that includes a range of counter-disinformation efforts, from fact-checking to media literacy drives and counter-messaging strategies.

UMVA has gathered that a more sustained and collaborative effort is needed, involving the private sector, civil society groups, and media outfits, to educate the public on how to spot and combat disinformation.

This can be achieved through a permanent multisectoral advocacy group that can pressure the government to undertake relevant reforms and promote a culture of transparency and accountability.
