A devastating crash in Oregon claimed the lives of William Micah Carter and Jennifer Lynn Lower, a newlywed couple just sixteen days into their marriage. The tragedy unfolded on U.S. Highway 20 in Deschutes County when a semi-truck, allegedly jackknifed by its driver, blocked both lanes of traffic.
The couple’s vehicle, a Subaru Outback, collided with the disabled truck, resulting in their deaths. Investigators have identified Rajinder Kumar, 32, as the driver of the semi-truck and the individual responsible for the initial accident.
Kumar, who entered the United States illegally in November 2022, was apprehended by federal immigration authorities weeks after his release from local custody. He had been granted work authorization in 2023 and subsequently obtained a commercial driver’s license in California.
Federal officials allege that state and local authorities hindered their efforts to detain Kumar. Following his arrest on charges of criminally negligent homicide and reckless endangerment, he was released from jail despite a detainer request from Immigration and Customs Enforcement (ICE).
The Department of Homeland Security has publicly criticized the actions of Oregon officials, labeling them “sanctuary politicians” and accusing them of prioritizing policy over public safety. They claim a lack of cooperation allowed a potentially dangerous individual back into the community.
Further scrutiny has been directed towards California, with officials questioning how Kumar was able to obtain a commercial driver’s license despite his immigration status. The ability to operate a large commercial vehicle ultimately led to the fatal collision.
Kumar is currently being held at a processing center pending deportation proceedings. Authorities state their commitment to ensuring he is permanently removed from the country and poses no further threat to public safety.
