A senator is now calling for decisive government action, urging consideration of both temporary price controls and fuel rationing to protect consumers from potentially crippling price surges.

The call to action comes as the nation operates under a declared state of national energy emergency. This executive order acknowledges the very real threat to economic stability posed by disruptions in the global oil market – a market the Philippines is heavily reliant on, importing nearly all of its oil needs.

The senator’s committee released a detailed report suggesting a careful approach to price caps. While acknowledging the potential relief for consumers, the report stresses the importance of allowing oil companies a reasonable profit margin to ensure continued supply. A poorly implemented cap, it warns, could discourage imports and exacerbate shortages.

Beyond price controls, the report proposes fuel rationing as a critical contingency plan. This wouldn’t be an immediate measure, but a strategic reserve to extend existing supplies and actively deter panic-buying and hoarding. Current fuel inventories are estimated to last until late May, but significant demand reductions could stretch those reserves much further – even potentially into 2026 under a severe, prolonged disruption.

The government is also focusing on bolstering defenses against manipulative practices. New guidelines have been issued to strengthen anti-hoarding measures, targeting both large-scale commercial hoarding and excessive consumer purchases. These rules include stricter monitoring, clearer definitions of prohibited acts, and even the possibility of temporary purchase limits.

Energy officials are emphasizing the need to ensure fuel reaches those who need it, when they need it, safeguarding both consumers and public order. The aim is to proactively address potential supply manipulation amidst the volatile global oil market.

Simultaneously, efforts are underway to ensure fairness in electricity billing. New regulations have been implemented to clarify how power distributors recover local taxes, preventing excessive charges from being passed on to consumers. Utilities will now be required to provide full documentation and are subject to post-validation by regulators.

These revised rules aim to guarantee that consumers are only billed for taxes that are legitimate, reasonable, and thoroughly verified. Any over-collection will be refunded, reinforcing a commitment to transparency and consumer protection during this period of global economic uncertainty.

The Philippines is actively pursuing diplomatic avenues, intensifying government-to-government negotiations with alternative oil-producing nations. The urgency is clear: securing a stable fuel supply is paramount to navigating the current crisis and safeguarding the nation’s economic future.
