PhilHealth, the Philippines’ national health insurance corporation, is aiming for financial stability this year, a critical turning point after facing significant losses.
A substantial boost of approximately P130 billion in government funding, including P60 billion restored following a Supreme Court decision, is fueling this ambition. The court invalidated a previous transfer of funds to the National Treasury, deeming it an abuse of discretion.
This financial injection comes after a challenging 2025, where PhilHealth experienced a staggering P103.06 billion net loss – a dramatic reversal from the P64.3 billion profit recorded the previous year.
The financial strain stemmed from a significant reduction in government subsidies within the 2025 budget, forcing the agency to utilize its retained earnings to maintain essential benefits and programs for its members.
Benefit claims and expenses surged by an alarming 74.47% in 2025, reaching P323.56 billion, compared to P185.45 billion the year before, highlighting the growing demand for healthcare services.
PhilHealth’s retained earnings plummeted by over 60% – from P149.58 billion in 2024 to just P59.06 billion in 2025 – a clear indicator of the financial pressures faced.
Despite these hurdles, PhilHealth demonstrated its ability to effectively manage and distribute funds, quickly processing benefit payouts and rolling out new programs, earning the support of lawmakers for increased funding.
Looking ahead, PhilHealth projects a 25% increase in benefit payments, rising from P300 billion last year to an estimated P378 billion this year, underscoring the continued expansion of healthcare coverage.
The goal is to establish a 5%-7% buffer between projected payments and collections, providing a crucial safety net and ensuring the long-term sustainability of the national health insurance system.
