The core of the fraud involved a deliberate delay. Store clerks or owners, complicit in the plot, allegedly waited a significant period – five minutes or more – before contacting the police. This calculated pause provided a crucial window for the “robber” to vanish, solidifying the illusion of a genuine crime.
Those portraying the victims weren’t innocent bystanders, but participants who paid a central organizer for their role in the charade. This organizer, in turn, allegedly compensated store owners for allowing their businesses to serve as the backdrop for these fabricated incidents.
The initial players – the organizer, the fake robber, and the getaway driver – had already faced justice, convicted and sentenced for their involvement.
