A chilling new threat is emerging on the streets of Toronto: untraceable, 3-D-printed handguns, known as “ghost guns.” A 28-year-old man now faces twenty firearm-related charges, including a novel offense – possession of data specifically for the purpose of manufacturing these weapons.

The investigation, dubbed Project Cluster, began with a tip from the RCMP regarding suspicious online advertisements on a firearms website. Investigators quickly discovered the advertised parts were designed to assemble fully functional firearms, bypassing traditional tracking methods.

Police allege Brian Narciso wasn’t just selling parts, but complete 3-D-printed handgun receivers – the very core component that legally defines a firearm. He also provided the additional pieces needed to complete the deadly assembly.

The arrest on December 9th led to searches of Narciso’s home and vehicle, uncovering not only the 3-D printer itself, but also components capable of building 24 prohibited firearms, digital evidence, and cash believed to be from illegal sales.

But the danger didn’t stop at the workshop. Investigators believe Narciso was testing his creations, linking him to six separate firearm discharges between June and October in the Lawrence Ave. W. and Caledonia Rd. area.

The scene was unsettling: over 100 cartridge cases and unspent rounds recovered, and in one instance, a bullet actually penetrated a nearby home. Forensic analysis confirmed two of the seized 3-D-printed guns were used in three of those October incidents.

Authorities believe Narciso was deliberately firing the weapons to verify their functionality, a reckless act that terrorized the local community. Residents are now reportedly experiencing a profound sense of relief with the charges laid.

The speed with which these weapons can be created is alarming. It’s estimated a single firearm receiver can be 3-D printed in just six hours, making it incredibly difficult to control their proliferation.

Toronto Police have already seized ten 3-D-printed handguns and sixteen frames in the last six months, highlighting the rapidly escalating nature of this threat. The lack of traditional serial numbers makes tracing these weapons virtually impossible.

This isn’t simply a local issue. “Ghost guns” are an emerging trend across the country, and Toronto Police are determined to stay ahead of the curve, adapting to these new criminal tactics to keep guns off the streets.

The investigation is ongoing, with police working to determine the source of the remaining firearm components and whether Narciso acted alone or as part of a larger network. While he is currently believed to be a lone actor, all possibilities are being explored.

New legislation addressing the possession of data used for firearm manufacturing is being hailed as a significant step forward. It demonstrates how law enforcement and the legal system are evolving to confront these unprecedented challenges.
