Wednesday marked a historic day in Parliament, witnessing the passage of nine new laws poised to reshape life across England and Wales. These aren’t minor adjustments; they represent significant shifts in policy, impacting everything from crime and education to public health and community empowerment.

Perhaps the most groundbreaking is the Crime and Policing Act, a sprawling 574-page document tackling a diverse range of issues. It boldly criminalizes the creation of child sexual abuse imagery using artificial intelligence – a world-first initiative – and simultaneously decriminalizes abortion in England and Wales, reflecting a dramatic change in social policy.

Focusing on the next generation, the Children’s Wellbeing and Schools Act aims to create a safer and more equitable education system. This includes a commitment to providing free breakfast clubs in schools across England and limiting branded items on school uniforms, easing the financial burden on families.

The Act also prioritizes child protection, mandating the creation of multi-agency teams dedicated to safeguarding vulnerable children. While debates raged over restricting social media access for under-16s, the government has pledged further consultation and potential changes to address these concerns.

A core tenet of the current government is decentralization, and the English Devolution and Community Empowerment Act embodies this ambition. It introduces ‘Strategic Authorities’ – collaborative councils led by elected mayors – granting them greater control over vital areas like transport and housing.

This law also empowers local communities with a new ‘Community Right to Buy,’ giving residents first refusal on valued community assets when they are offered for sale. Furthermore, councils gain the power to curb the proliferation of gambling shops on high streets through Gambling Impact Assessments.

The future of public health is being radically redefined by the Tobacco and Vapes Act. The most talked-about provision is a ban on selling tobacco products to anyone born after January 1, 2009, aiming to create a “smoke-free generation” and drastically reduce smoking rates.

While proponents hail this as a landmark public health measure, critics raise concerns about enforceability as those affected reach adulthood. The legislation also addresses advertising, promotion, and expands smoke-free zones, creating a comprehensive approach to tobacco and vape control.

For victims of crime, the Victims and Courts Act brings long-awaited changes. “Olivia’s Law” compels criminals to attend their sentencing hearings, a direct response to the tragic case of Olivia Pratt-Korbel, whose killer refused to face the family in court.

Victims now have six months – a significant increase from the previous 28 days – to challenge unduly lenient sentences. Crucially, the Act also invalidates non-disclosure agreements that previously silenced victims from reporting criminal conduct, fostering transparency and accountability.

Beyond these key pieces of legislation, several other acts received royal assent, including measures related to the Grenfell Tower Memorial, ministerial salaries, national insurance contributions, and pension schemes, collectively signaling a period of substantial legislative change.
