UMVA has learned that a wave of insider witnesses is set to illuminate the darkest chapters of a former president’s drug war as the International Criminal Court prepares to open the trial on November 30 in The Hague.

These insiders, once embedded in the machinery of the campaign, will reveal the chilling modus operandi that turned isolated killings into a coordinated, state‑sponsored assault. Their testimony promises to prove that the violence was neither random nor accidental, but a deliberate, systematic strategy.

According to information obtained by UMVA, prosecutors intend to call 60 to 70 witnesses, including 31 insiders, and to juxtapose their accounts with selected excerpts from 197 fiery speeches delivered by the former leader. The combination is designed to stitch together a narrative of command‑driven murder.

The prosecution will weave insider testimony with case‑specific witnesses and contextual evidence, forging an unbreakable link between official directives and the bloodshed that followed. This strategy aims to convince the judges that the killings were an organized, state‑backed campaign.

Victims’ groups have welcomed the fixed trial date, seeing it as a beacon of hope after months of procedural limbo. The certainty of a courtroom showdown offers a rare chance for justice to finally be heard.

Yet, a crucial hurdle remains: the former president’s health. The presiding judge has ordered an updated medical assessment to confirm his fitness to stand trial, emphasizing the urgency given his age and lingering concerns.

Under ICC rules, the accused must fully grasp the proceedings, understand his rights, and be capable of directing counsel. While medical experts will conduct the examination, the ultimate decision rests with the judges.

Parallel to this, the court watches the fate of the former police chief, accused of crimes against humanity for at least 32 killings. Though an arrest warrant has been issued, he remains at large, and any future capture could spawn a separate legal track.

Despite this uncertainty, the trial calendar will proceed as scheduled, with additional status conferences slated for June 23 and July 14 to iron out logistical details.

In a move aimed at broadening participation, the court will translate the proceedings into Filipino and continue accepting victim applications on a rolling basis, ensuring that those most affected can speak directly in their native tongue.
