Investigators are working to process the scene and gather further information. One subject was shot and has been pronounced dead. No officers were harmed during the incident. This is an active investigation; further information will be released when it becomes available.

Investigators revealed that Elkins stole a vehicle in a desperate attempt to escape, leading to a high-speed chase with Shreveport police. The pursuit ended with officers fatally shooting Elkins in Bossier City.

Police spokesperson Christopher Bordelon described the crime scene as “extensive,” a stark understatement for the sheer scale of the tragedy. The youngest victim was just one year old, among a total of ten people shot.

“This is an extensive scene unlike anything most of us have ever seen,” Police Chief Wayne Smith stated, his voice heavy with emotion. “I just don’t know what to say… my heart is just taken aback.”
