ICAP has been accused of spreading anti-American propaganda, cultivating pro-Havana regime activists and politicians, and lobbying federal, state, and local politicians on behalf of the Cuban dictatorship. The organization was founded by Fidel Castro in 1960 to promote Marxism worldwide.
ICAP has been sanctioned, and its US-based assets have been frozen. Americans are generally prohibited from doing business with the organization.
