A fierce political battle is erupting in Congress, with a senior Republican accusing Democrats of resurrecting the controversial “defund the police” movement. The core of the dispute centers on funding for the Department of Homeland Security (DHS), currently embroiled in a month-long partial government shutdown.
House Majority Leader Steve Scalise contends that a recent Democratic proposal to fund nearly all of DHS while deliberately excluding agencies focused on immigration enforcement is, in effect, a renewed attempt to diminish law enforcement capabilities. He sharply criticized the idea as fundamentally flawed and dangerous, especially given the current elevated threat landscape.
The Democratic strategy, spearheaded by House Minority Leader Hakeem Jeffries, involves a discharge petition – a procedural maneuver to force a vote – on a bill that would fully fund DHS functions like the Transportation Security Administration and the Coast Guard, but withhold funding from Immigration and Customs Enforcement (ICE) and Customs and Border Protection (CBP).
Jeffries framed the proposal as a choice between supporting essential security services and allowing ICE to engage in what he described as brutal and harmful practices towards American citizens and immigrant families. He argued that prioritizing these core functions is a matter of principle and public safety.
Republicans are vehemently opposing the move, asserting that ICE and CBP are vital law enforcement agencies crucial to national security. Speaker Mike Johnson emphasized CBP’s role as the largest federal law enforcement agency, protecting the nation from threats like drug trafficking, terrorism, and transnational crime.
The debate echoes the intense national conversation surrounding “defund the police” that surged in 2020 following the death of George Floyd. While the slogan initially gained traction among progressive activists demanding police reform, it quickly faced widespread backlash from a public concerned about rising crime rates.
Democratic leaders, including then-Speaker Nancy Pelosi, publicly distanced themselves from the movement in 2022, acknowledging its political damage after significant losses in the midterm elections. However, Republicans believe the current DHS funding standoff represents a deliberate revival of those same policies.
Beyond border security, both ICE and CBP play critical roles in investigating transnational crimes, including terrorism, narcotics smuggling, and international gang activity. CBP also facilitates lawful travel and works to counter broader criminal enterprises, making its full funding a priority for national security advocates.
Scalise expressed skepticism that Democrats will succeed, suggesting many within the party recognize the political risks of revisiting the “defund the police” narrative. He questioned whether they would repeat what he characterized as a damaging mistake from the past.
