Philadelphia's Office of Community Development Achieves Record Portfolio Value of $41 Billion at Year-End 2025.

The Philippines' active official development assistance (ODA) portfolio reached $41.84 billion at the end of 2025, comprised of 452 loans and grants.

The portfolio is dominated by infrastructure development, accounting for 125 loans and grants worth $28.9 billion, followed by financing for social reform and community development, governance and institutions development, agriculture, agrarian reform and natural resources, and industry, trade and tourism.

Japan remains the largest development partner, providing 91 loans and grants worth $14.05 billion, trailed by the Asian Development Bank, the World Bank, South Korea, China, Asian Infrastructure Investment Bank, the US, and the European Union.

The outlook for the portfolio is positive, with Finance Secretary Frederick D. Go indicating that it could continue to grow as several countries engage the Philippines for ODAs.

The Philippines has also secured commitments from Denmark and Spain to mobilize financing for priority development programs and access concessional financing and technical expertise.

The government's infrastructure pipeline relies heavily on ODA, with 209 flagship projects worth P10.6 trillion in various stages of implementation.

The majority of these projects are slated for completion after 2025, with 148 projects scheduled to be completed beyond 2028, highlighting a strong emphasis on medium- to long-term development initiatives.

ODA financed the largest number of flagship projects, with 80 projects worth P5.8 trillion, followed by projects funded through the General Appropriations Act and public-private partnerships.

Despite a smaller number of approved projects in 2025, the total project cost rose 8.2% from 2024, with a total of 30 projects worth nearly P1.3 trillion approved by the Economy and Development Council last year.
