A chilling campaign is underway, extending far beyond the battlefields of the Middle East. ISIS-K and its affiliates are actively recruiting within Western nations, targeting vulnerable individuals with a sophisticated, multilingual propaganda network spread across social media and the hidden corners of the dark web.

The ideology driving this expansion centers on a brutal, historical practice: the imposition of *jizya* – a tax levied on non-Muslims. Recent pronouncements from ISIS leadership lay bare the intent, offering a stark choice to Christians in Africa: conversion to Islam, submission under a humiliating tax, or death and displacement.

This isn’t merely rhetoric. In the Democratic Republic of Congo, the Allied Democratic Forces (ADF), linked to ISIS, systematically registers farmers, taxes their land, and demands attendance at Islamic indoctrination sessions. Warnings accompany the extortion – refusal to pay results in slaughter, justified under a twisted interpretation of Islamic law.

Militant group gathered in a mountainous area, listening to a leader while armed with rifles, showcasing a moment of instruction or briefing.

The ADF, numbering around 2,000 including dependents, operates with alarming freedom, bolstered by the diversion of Congolese military resources due to conflicts elsewhere. A key figure, Abu Waqas, is directly linked to the deaths of hundreds, including horrific massacres within churches and at funeral gatherings.

What’s particularly alarming is the ADF’s adaptation to modern technology. They utilize satellite communications to broadcast propaganda directly to ISIS central command and convert cryptocurrency into usable funds, operating entirely outside traditional financial networks.

The practice of *jizya* isn’t confined to Africa. In Pakistan’s tribal border regions, groups like the TTP have forced Sikhs to pay after seizing their homes and kidnapping community leaders. Entire villages, populated by Christians, Hindus, and Sikhs, have been collectively subjected to this extortion, with some families abandoning their homes rather than comply.

Historical precedent reveals a disturbing pattern. When ISIS controlled Raqqa in 2014, the imposition of *jizya* consistently preceded widespread atrocities – dispossession, violence, rape, murder, and enslavement. Even Muslims were targeted, demonstrating a prioritization of funding over strict adherence to religious doctrine.

Though ISIS’s physical caliphate crumbled in 2019, its provincial affiliates in the DRC, West Africa, and Mozambique continue to enforce *jizya*. The debate surrounding its application to Coptic Christians has even resurfaced in Egypt, highlighting the enduring power of this extremist ideology.

More recently, in Bangladesh, Jamaat-e-Islami reportedly began collecting *jizya* from religious minorities following a shift in political power. This demonstrates a worrying trend of radical groups exploiting political transitions to advance their agendas.

Among the groups currently employing this tactic, ADF/ISCAP and ISIS stand out as the most dangerous and expansionist. ADF/ISCAP poses a significant regional threat, while ISIS and its network are actively extending their reach across Africa, the Middle East, South Asia, Europe, and even into the United States.

The purpose of *jizya* is multifaceted. It’s a tool for forced conversion, pressuring impoverished communities to embrace Islam to avoid financial ruin. Crucially, it also serves as a vital revenue stream, fueling the expansion of these extremist organizations and enabling further violence.
