Tarlac developer Hann secures PEZA registration as a domestic market enterprise

The Philippine Economic Zone Authority signed a registration agreement with Hann Philippines, certifying the developer as an ecozone domestic market enterprise for tourism.

The agreement enables the company to operate tourism‑related facilities within the 450‑hectare Hann Reserve located in New Clark City, Tarlac.

Ecozone domestic market enterprises are PEZA‑registered entities engaged in manufacturing, assembling, or processing activities under the PEZA law and qualify for incentives under the Special Economic Zone Act.

Incentives include exemption from national and local taxes in exchange for a 5 percent special tax on gross income, additional deductions for training expenses, and benefits provided by the Omnibus Investments Code.

Hann Reserve will host Professional Golfers’ Association‑affiliated golf courses, clubhouses, and food and beverage outlets.

The project involves an initial investment of 10 billion pesos and is projected to create more than 220 jobs, with a two‑phase development schedule targeting completion in 2030.

Preview operations began on 1 January, ahead of the full commercial launch.

By 2030 the resort will feature three golf courses designed by South Korean professional KJ Choi, former world number‑one Nick Faldo, and Nicklaus Design.

The estate also includes residential and retail zones, an international school, and a public park.

Authorities anticipate the development will generate employment, support local businesses, and contribute to the region’s long‑term economic growth.

The broader plan positions New Clark City, covering 9,450 hectares, as a destination for tourism, sports, and entertainment.

A recent collaboration between the Bases Conversion and Development Authority and the Department of Tourism aims to promote the ecozone’s facilities.

New Clark City already hosts a 20,000‑seat athletics stadium certified by the International Association of Athletics Federations, a 2,000‑seat aquatics center, and an athletes’ village.
