The annual Balikatan Exercises, commencing on April 20th, have undergone a profound transformation. What began as a bilateral training event between the Philippines and the United States has blossomed into a multinational undertaking, now involving a staggering 17,000 personnel from 17 partner nations – Australia, Canada, France, Japan, and New Zealand among them.

Just days before the exercises began, on April 17th, the Philippines joined Pax Silica, becoming its 13th member. Alongside Australia, Finland, India, Israel, Japan, Qatar, South Korea, Singapore, Sweden, the United Arab Emirates, the United Kingdom, and the United States, the Philippines is part of a groundbreaking initiative focused on economic security.

At the heart of Pax Silica lies a historic 4,000-acre Economic Security Zone within the Luzon Economic Corridor, designed as an AI-native industrial acceleration hub. This platform will fortify vital American supply chains and revolutionize how allies collaborate on manufacturing.

The initiative aims to build a secure, resilient, and innovation-driven technology ecosystem, reducing reliance on potentially coercive dependencies. It’s a clear signal that the Philippines’ traditional defense partners are also committed economic allies, helping the nation climb the value chain and contribute to more secure regional supply chains.

The Philippines’ participation is a natural extension of its strengths in technology, manufacturing – particularly in semiconductors and electronics – and its advantageous geostrategic location, abundant resources, and dynamic young workforce. Pax Silica recognizes and leverages these inherent capabilities.

Pax Silica represents a shift in alliance cooperation, extending beyond military engagements to encompass trade, investment, and supply chain resilience. Economic security is now understood as an inseparable component of national security.
