A woman falsely claimed homelessness to fraudulently obtain over £75,000 in benefits, all while enjoying holidays and a clandestine relationship with a man who was, in reality, a regular visitor to her home.

Kelly Clews, a mother of four from Salford, pleaded guilty to five counts of fraud, admitting she deliberately concealed her true circumstances from the Department for Work and Pensions. The court heard she received substantial sums in Universal Credit, housing benefits, income support, and tax credits.

The deception unfolded as Clews maintained she was a single parent struggling financially. However, investigators discovered her partner, Mr. Corbett, was registered with local healthcare services at her address, directly contradicting her claims of his homelessness.

During questioning, Clews described the relationship as merely “having kids,” attempting to downplay the extent of their connection. She initially stated the relationship ended in 2018, yet couldn’t explain why Mr. Corbett’s wages continued to be deposited into her bank account.

Prosecutor Katy Appleton detailed how Clews knowingly failed to report her changing circumstances, a legal requirement for benefit recipients. Despite being entitled to some assistance if claiming honestly, she chose a path of deliberate misrepresentation.

The judge, while acknowledging Clews’ “personal circumstances” including reported mental health challenges and caregiving responsibilities, emphasized the importance of honesty within the benefits system. She stated that benefits are limited resources meant for those genuinely in need.

Ultimately, Clews received a 48-week suspended sentence, meaning she will avoid prison provided she adheres to strict conditions. These include completing rehabilitation activities, a mental health treatment program, and 60 hours of unpaid work.

The judge underscored that Clews had forfeited her good character through her dishonesty, highlighting the fundamental principle of transparency when accessing public funds. She stressed the obligation to inform authorities of any changes in personal or financial situations.

Officials have warned that such fraudulent activity undermines the integrity of the benefits system, diverting resources from those who legitimately require support. The case serves as a stark reminder that deliberate deception will be met with consequences.
