Maryland is dramatically reshaping its gambling landscape, enacting a series of measures designed to protect vulnerable players and aggressively target illegal operations. A sweeping bill, already passed by the House of Delegates, signals a new era of stricter oversight and enforcement within the state.

The legislation isn’t simply about new rules; it’s a response to growing concerns about problem gambling and the proliferation of unregulated online platforms. Regulators have already demonstrated their resolve, issuing immediate cease-and-desist orders to two casinos for compliance issues – a clear indication of a tougher stance across Maryland.

At the heart of the changes is a focus on player protection. The bill mandates the creation of a robust voluntary exclusion list, offering individuals struggling with gambling addiction a way to proactively limit their access. It also requires clear, accessible information about responsible gambling resources, connecting those in need with confidential assistance.

The new rules extend to the types of bets allowed. Maryland is raising the minimum age for participation in fantasy sports contests to 21, and explicitly prohibiting wagers on individual college athlete performance – a move aimed at safeguarding the integrity of collegiate sports and protecting young athletes.

Beyond these direct protections, the legislation demands stronger identity verification processes and empowers users to set personal limits on deposits and betting activity. A prominent message – “IF YOU OR SOMEONE YOU KNOW HAS A GAMBLING PROBLEM AND WANTS HELP, CALL 1–800–GAMBLER” – will be prominently displayed, ensuring help is always within reach.

But Maryland isn’t just focused on protecting its citizens; it’s launching a full-scale assault on illegal gambling operations. A separate bill, the Maryland Illegal Online Gambling Enforcement Act, directly targets offshore platforms and sweepstakes-style games that mimic traditional casino formats.

This act grants the Attorney General and local prosecutors the authority to issue cease-and-desist orders and pursue legal action against those operating or supporting illegal online gambling. Financial institutions and technology providers are also in the crosshairs, prohibited from processing transactions linked to these illicit activities.

A third bill takes aim at licensed operators, requiring them to disclose any connections to entities involved in illegal gambling. Regulators will have the power to deny or revoke licenses for any company found to be associated with unlawful operations, reinforcing the state’s commitment to a clean and regulated market.

Legal experts acknowledge the ambitious scope of these new laws, particularly the attempt to hold entities accountable for unknowingly supporting illegal gambling. One gaming law expert noted the unprecedented nature of pursuing criminal penalties in such cases, highlighting the potential challenges of enforcing these rules against offshore platforms.

Now, all three bills move to the Senate, where lawmakers are weighing a comprehensive approach to gambling regulation. The outcome will determine the future of gaming in Maryland, shaping a landscape that prioritizes both player protection and the eradication of illegal activity.
