At Tuesday’s debate, a reporter asked Porter if she’d work with federal authorities to deport undocumented immigrants. Her answer was blunt: “The job of the California governor is to protect every single Californian.” She defended the state’s sanctuary policy, arguing that taxpayer dollars should focus on core services, not immigration enforcement.

Then came the explosive part. Porter called undocumented immigrants “Californians” who “contribute to our economy” and “pay taxes.” She added, “They’re one of the only ways that our state has been growing in recent years.” The silence in the room was deafening.

Conservative critics pounced. “She said the quiet part out loud,” one prominent right-wing account posted. The implication? Democrats need illegal immigrants for political math—because Census counts include everyone, even non-citizens, and that data determines how many House seats California gets.

President Trump has long pushed to add a citizenship question to the Census, hoping to strip noncitizens from apportionment calculations. So far, the Constitution hasn’t budged: it doesn’t mention citizenship when divvying up congressional seats.

Porter’s comment hit a raw nerve. “California is cooked,” a Republican operative seethed on social media. “Democrats have been in total control for 16 years.” The numbers tell a stark story: between 2021 and 2023, roughly 400,000 undocumented immigrants entered California while the state’s overall population grew by fewer than 20,000 people.

Domestic migration is bleeding the state dry. In 2025 alone, California lost over 215,000 residents to other states, while foreign migration added about 125,000. That exodus has cost billions in lost tax revenue, according to the state’s own analysts.

But Porter insists illegal immigrants pay their share. Data from 2022 shows they contributed roughly $8.5 billion in state and local taxes. Critics counter that they consume more in public services—schools, subsidized healthcare—than they pay in, though those costs are notoriously hard to pin down.

The economic debate gets even messier. A recent HUD study found that undocumented immigration drives up housing costs by boosting demand. So as California’s home prices soar, the very people Porter calls keepers of growth may be making life more expensive for everyone else.

The sheriff in the debate—one of two Republicans on stage—couldn’t resist a jab. “I contained myself well, I think,” he said with a smirk. The room erupted. Porter’s words had done exactly what she likely hoped: forced every Californian to confront who “counts” in the Golden State—and why.
