The House of Representatives has taken a significant step forward in advancing a key election integrity bill, despite facing opposition from Democrats. The bill, known as the Safeguarding American Voter Eligibility (SAVE) America Act, is part of a larger $95 billion budget bill that aims to implement election reforms. House Republicans are using a mechanism called budget reconciliation to pass the bill, which would allow them to bypass Democratic opposition and pass the legislation with a simple majority.
The budget reconciliation process is subject to intense scrutiny, with strict guidelines on what constitutes true fiscal policy. The bill passed its first House-wide step on Wednesday, with 216 Republicans voting in favor and 214 Democrats opposing it. Only three Republicans voted against the measure, highlighting the narrow majority that Speaker Mike Johnson has to work with. To pass the bill, Johnson can afford to lose no more than two Republican votes.
The budget bill allocates $73 billion for the US war with Iran, $12 billion for aid to American farmers, and $10 billion for states to implement election integrity measures. The SAVE America Act includes federal voter ID rules and a proof of citizenship mandate to register to vote. While Democrats have expressed opposition to the bill, arguing it is tantamount to voter suppression, Republicans have uniformly argued that it is aimed at enhancing confidence in American elections.
Some Republicans have expressed concerns about the bill, including the lack of budget cuts to offset the $95 billion in new spending. Representative Chip Roy stated that he wants the unpaid-for spending to be paid for and has called for clarity on the war mission. Representative Eric Burlison also expressed concerns, stating that he is not convinced the SAVE language will be held solid through the Senate.
Despite these concerns, both Roy and Burlison ultimately voted in favor of adopting the framework. The bill's passage is seen as a major victory for Speaker Johnson, who has had to overcome opposition from both Democrats and within his own party. The bill will now move forward, with the House and Senate required to pass identical versions before it can be sent to the president's desk.
