A shadow has fallen over a decorated career. John H. Windom, a 64-year-old retired Navy Captain and former high-ranking official at the Department of Veterans Affairs, now faces federal indictment on charges of concealing material facts, making false statements, and falsifying records.
Windom served as the Executive Director of the Office of Electronic Health Record Modernization from 2017 to 2022, a pivotal role overseeing one of the largest IT contracts in federal history – a staggering $16 billion project to modernize veteran healthcare records. Later, he was reassigned to a joint DoD-VA initiative.
The core of the accusation is a disturbing pattern of undisclosed gifts. Between 2017 and 2021, while at the helm of the EHR project, Windom allegedly accepted – and at times, actively demanded – lavish gifts from contractors and subcontractors directly benefiting from his decisions.
These weren’t modest tokens of appreciation. The indictment details thousands of dollars in concealed benefits, including at least $2,000 in cash, $1,800 in casino chips, and an $8,200 gift card to Louis Vuitton. Beyond these specific items, further gifts and extravagant purchases totaled over $15,000.
The alleged scheme wasn’t simply a failure to disclose; it was active concealment. Windom is accused of deliberately hiding these financial relationships from the VA, ethics officials, and the public – a direct violation of his obligations. He reportedly denied receiving any such gifts when questioned by federal agents in 2021.
Federal authorities, including U.S. Attorney Jeanine Ferris Pirro and Veterans Affairs Inspector General Cheryl L. Mason, have condemned the alleged actions as a betrayal of public trust and a serious threat to the integrity of programs designed to support veterans. The investigation underscores a commitment to accountability within the VA.
The charges carry significant weight. If convicted on all counts, Windom could face over 20 years in prison, alongside substantial financial penalties.
