A chilling assessment reveals a global resurgence of ISIS and al-Qaeda, no longer confined to a single region but fracturing into a complex, multipolar threat. The world faces a network of escalating conflicts, with no single epicenter dominating the landscape of terror.

Al-Qaeda, while led by the isolated Sayf al-Adl, continues to harbor ambitions for large-scale attacks designed to shock the world. Beneath the surface, dissatisfaction brews within its ranks, yet the group actively supports and strengthens its affiliates, particularly in Afghanistan, providing them with resources and expertise.

Al-Qaeda in the Arabian Peninsula (AQAP) is rapidly becoming a dominant force, asserting both ideological and operational control over the broader network. Operating from the remote regions of Yemen, with an estimated 2,000-3,000 fighters, AQAP is demonstrating a frightening level of innovation and ruthlessness.

Between June and October alone, AQAP unleashed a wave of attacks utilizing weaponized drones, sophisticated explosives, and even exploring maritime operations with unmanned boats. Their tactics are evolving, becoming more complex and deadly with each passing month.

The lines between enemies are blurring. Shockingly, evidence suggests AQAP received payments from the Houthis for attacks and even engaged in joint operational planning with them, alongside the notorious Al-Shabaab. They are exploiting chaos and profiting from it, using encrypted platforms to solicit funds and build their network.

West Africa and the Sahel are now considered the most dangerous theaters of operation. JNIM, al-Qaeda’s West African affiliate, is aggressively expanding its control across Mali, Burkina Faso, and Niger, pushing southward with alarming speed. Their reach now extends into Nigeria, marking a terrifying new expansion.

JNIM’s recent actions are particularly disturbing. A fuel blockade on Bamako, achieved by systematically destroying hundreds of tankers, was designed not to conquer, but to force the Malian government to the negotiating table. This demonstrates a calculated, strategic approach to destabilization.

Financially, JNIM is thriving. A single ransom payment – reportedly $50 million for a Gulf royal family member – illustrates the immense wealth flowing into the organization. Kidnappings of foreign nationals have nearly doubled, fueling their operations and expanding their influence.

The tri-border area of Niger, Benin, and Nigeria is experiencing a dramatic surge in violence, with incidents increasing by 90% and deaths more than doubling. Fighters aligned with both al-Qaeda and ISIS are deepening their presence, exploiting vulnerabilities and sowing terror.

Islamic State West Africa Province (ISWAP) is escalating its attacks in Borno State, Nigeria, and demonstrating a growing sophistication with drone technology. They have even established Sambisa as a formal ISIS administrative province, signaling a shift towards establishing a lasting territorial foothold.

Within ISIS itself, a power shift is occurring. Following a key leadership loss, a figure based in West Africa is rising in prominence, potentially becoming a central figure in the organization’s global command structure. This highlights the growing importance of the African continent to ISIS’s future.

Other groups, like Ansaru in Nigeria and ISGS in the Sahel, are further complicating the landscape, collaborating with JNIM and clashing over territorial control. The situation is a volatile web of shifting alliances and escalating violence.

Across all fronts, both ISIS and al-Qaeda are leveraging technology to their advantage. Cheap satellite communications provide secure communication in remote areas, while artificial intelligence is being used to rapidly translate and disseminate propaganda, reaching a wider audience than ever before.

The recruitment of young people is a particularly alarming trend. From Canada to Indonesia and Tunisia, minors are being targeted and radicalized online, often through gaming platforms. This represents a long-term threat, as these individuals become deeply embedded within the organizations.

ISIS propaganda is shifting its focus towards Central Africa, specifically Mozambique, with increased targeting of Christian communities. Meanwhile, ISWAP is preparing to deploy a fleet of drones, further enhancing its capabilities for reconnaissance and attack. The financial networks supporting these groups are also expanding, facilitating the transfer of funds worldwide.
