President Ferdinand Marcos Jr. has definitively outlawed Philippine Offshore Gaming Operators (POGOs) nationwide, enacting a policy shift driven by escalating national security and social anxieties. The newly signed Anti-POGO Act of 2025, officially Republic Act No. 12312, dismantles the entire offshore gambling industry within the country’s borders. This decisive action aims to sever ties with the criminal networks that authorities have linked to these operations. The law immediately revokes all work permits and visas granted to individuals connected to POGOs – encompassing operators, content providers, and supporting service firms. This sweeping measure signals a firm commitment to dismantling the infrastructure that fueled illicit activities. The government recognizes the need to support Filipino workers impacted by the shutdown, with the Department of Labor and Employment tasked with developing transition programs. The President initially announced the complete ban during his 2024 State of the Nation Address, responding to a surge in criminal cases directly attributed to POGOs. He described these hubs as breeding grounds for money laundering, human trafficking, and even torture – activities deemed incompatible with a just society. The prohibition of POGOs is presented as a critical step towards addressing “many of the problems” plaguing the nation. The law underscores the paramount importance of peace, order, and the protection of fundamental rights. It explicitly affirms the state’s commitment to upholding human dignity and ensuring full respect for human rights for all citizens. This legislation builds upon a previous Executive Order issued in November 2024, which initiated an immediate nationwide ban based on similar security concerns. Penalties for violating the Anti-POGO Act are substantial. First-time offenders face six to eight years imprisonment and fines between P300,000 and P15 million. Repeat offenses escalate to up to ten years in jail and fines reaching P30 million, with subsequent violations carrying a maximum sentence of twelve years and P50 million in fines. Public officials convicted under the law will receive the harshest penalties, while foreign offenders will be deported after serving their sentences and permanently barred from re-entry. Alongside this landmark decision, President Marcos Jr. also signed into law a significant education reform measure. The Lifelong Learning Development Framework Act, RA No. 12313, formally integrates lifelong learning as a cornerstone of national development. This act amends the existing 2018 Philippine Qualifications Framework Act, broadening its scope and impact. The new law expands the mandate of the Philippine Qualifications Framework-National Coordinating Council, embedding continuous learning across all societal sectors. The council is now responsible for crafting a national master plan to promote lifelong learning throughout the Philippines. This initiative aims to identify and cultivate “learning communities” based on performance indicators in education and training. The framework prioritizes functional literacy, inclusive education, and community-based learning, while simultaneously strengthening workplace training through collaboration with industry partners. It also champions the integration of digital technologies and modern learning methods, alongside robust quality assurance measures and a cultural shift towards embracing lifelong learning. The Departments of Trade and Industry and Interior and Local Government have been added to the council to enhance coordination. Within six months of its enactment, the council, in collaboration with education agencies, industry representatives, and local governments, must formulate a comprehensive national master plan. This plan will be aligned with the Philippine Development Plan and undergo review every five years to adapt to evolving labor market demands and national development priorities.
