It seeks to guarantee refunds for consumers experiencing prolonged outages, a simple yet powerful step towards protecting those who consistently pay for a service they don’t receive. The bill stipulates that anyone experiencing 24 or more hours of internet downtime in a single month – excluding planned maintenance – is entitled to a credit on their bill. This adjustment would be automatically applied by providers, eliminating the need for customers to fight for what they deserve. Filipinos already shoulder a significant financial burden for internet access. Recent data reveals an average monthly cost of over ₱2,000, placing the Philippines among the most expensive broadband nations in East and Southeast Asia. This makes consistent, reliable service not just a convenience, but a necessity. Internet companies will be required to provide a minimum 48-hour notice for any scheduled maintenance that may cause temporary outages. This transparency aims to differentiate between unavoidable disruptions and failures in maintaining a stable network. Failure to comply with the refund provision won’t be taken lightly. The bill proposes fines ranging from ₱50,000 to ₱200,000 *per violation*, with the potential for repeated offenses to lead to the revocation of a provider’s operating franchise. Digital advocates are hailing the measure as a crucial turning point. They believe it will force telecommunications companies to prioritize network reliability and invest in infrastructure improvements, ultimately benefiting all consumers. One proposed method for calculating refunds involves a straightforward formula: multiplying the monthly fee by the hours of lost service, then dividing by the average monthly hours (730). This ensures a fair and transparent reimbursement for the inconvenience caused. To ensure accountability, the bill also calls for regular reporting from internet service providers to the National Telecommunications Commission. These reports would be subject to auditing, guaranteeing compliance with established service standards and preventing further exploitation of consumers. This isn’t simply about getting money back; it’s about demanding a fundamental right – reliable access to the digital world. It’s a demand for respect, and a clear message that Filipinos deserve better than the inconsistent, frustrating internet service they’ve endured for far too long.
