A powerful new alliance is taking shape in the Indo-Pacific, as the Philippines joins the United States, Japan, and Australia in establishing a dedicated defense council. This move comes amidst escalating concerns over China’s increasingly assertive and destabilizing actions in the East and South China Sea, signaling a unified front against growing regional tensions.

Defense leaders from the four nations convened in Kuala Lumpur, reaffirming their unwavering commitment to a free and open Indo-Pacific. The ministers voiced serious apprehension regarding China’s behavior, specifically condemning any attempts to unilaterally alter the status quo through force or intimidation.

The foundation of this collaboration rests firmly on international law. Leaders explicitly cited the United Nations Convention on the Law of the Sea and the 2016 ruling by the Permanent Court of Arbitration, which invalidated China’s expansive claims in the South China Sea – a ruling Beijing continues to disregard.

Beyond shared concerns, the council will focus on bolstering coordinated defense cooperation. Discussions centered on supporting the establishment of the Indo-Pacific Chiefs of Defense Cooperation Council, aiming to enhance joint activities and operational readiness across the region.

The Philippines has been proactively strengthening its defense ties with key partners, responding to escalating harassment of its vessels during vital resupply missions in the disputed waters. These efforts are driven by China’s increasingly coercive tactics in a waterway critical to global trade, handling an estimated $3 trillion annually.

Recent agreements, including the Reciprocal Access Agreement with Japan and the newly signed Status of Visiting Forces Agreement with Canada, complement existing agreements with Australia, New Zealand, and the United States. These pacts lay the groundwork for increased interoperability and joint military exercises, like the upcoming Balikatan 2026.

Analysts believe this new quad council is designed to directly counter Beijing’s multifaceted approach – its illegal activities, coercive pressure, aggressive maneuvers, deceptive practices, and unfair trade tactics. The South China Sea is expected to be a primary focus of this coordinated effort.

The alliance isn’t simply about containment; it’s about establishing a new regional order. It aims to normalize a defense network that upholds freedom of navigation and overflight while reinforcing a rules-based system. This elevates the Philippines’ defense capabilities, aligning them more closely with its powerful allies.

For both Manila and Tokyo, the council offers a crucial platform to address shared maritime and territorial disputes with Beijing. Australia and the United States stand as steadfast supporters, committed to fostering a free, open, and prosperous Indo-Pacific region for all.
