A massive undertaking is brewing in Mindanao, a plan to resurrect the Agus-Pulangi hydroelectric power complex – and one of the nation’s leading renewable energy companies is carefully considering a pivotal role.

The complex, a network of seven aging run-of-river hydro plants, currently delivers between 600-700 megawatts of power, a fraction of its potential 1,000-megawatt capacity. Years of operation have taken their toll, demanding urgent attention to prevent further decline.

Officials are exploring a comprehensive rehabilitation, aiming not just to repair, but to dramatically upgrade the facilities and restore them to full operational strength. The project promises a substantial return, potentially generating up to 90 billion in revenue upon completion.

The government, driven by the Electric Power Industry Reform Act, is obligated to privatize these assets and use the funds to address longstanding debts. Agus-Pulangi represents one of the last significant power holdings remaining under state control.

The anticipated timeline places implementation between 2027 and 2030, with potential privatization following closely behind. This creates a window of opportunity for companies like First Gen to strategically position themselves within a vital energy infrastructure project.

First Gen, already a major player in the renewable energy sector with approximately 1,600 megawatts of clean energy capacity, views hydropower as a crucial component of a diversified portfolio. They are assessing the potential for significant improvements.

The company’s strategy centers on identifying opportunities to enhance existing infrastructure, asking a simple but powerful question: “Is there room to upgrade? Is there room to make something really good, even better?” This approach underscores a commitment to maximizing efficiency and output.

Hydropower’s unique ability to provide “balancing technologies” is particularly appealing, especially as the nation integrates more intermittent renewable sources like solar. It offers a reliable counterpoint to the fluctuating nature of solar energy, ensuring a stable power supply.

Recent developments demonstrate First Gen’s commitment to hydropower. Last year, they successfully acquired the 165-MW Casecnan hydro plant for $526 million, adding significant capacity to their renewable energy base.

While they recently lost out on the Caliraya-Botocan-Kalayaan hydro complex bid, the company remains actively engaged in pursuing further hydropower opportunities, recognizing its essential role in a sustainable energy future.
