The Philippines’ long-standing security cooperation with the United States, often portrayed as a dependence, hasn’t translated into economic advantages. Despite aligning with Washington to address shared concerns in the region, Manila finds itself disadvantaged by US tariffs, a frustrating reality that feels like unrequited support.

Similarly, Thailand’s decision to deport Uighur asylum seekers and halt casino legalization plans following Chinese objections raises a critical question: where does pragmatic diplomacy end and undue influence begin? The line is often blurred, and accusations of being a puppet state are easily leveled.

The recent encounter between President Marcos Jr. and President Xi Jinping at the APEC summit signaled a potential turning point. The image of their meeting resonated, hinting at a willingness to engage despite ongoing tensions.

For the Philippines, genuine engagement with Beijing is not merely desirable, it’s essential. As the incoming chair of ASEAN, the success of regional meetings hinges on China’s active participation. A boycott or diminished representation would be a significant embarrassment and a setback for the entire region.

The Philippines has ambitious goals for its ASEAN chairmanship – strengthening security, fostering economic prosperity, empowering citizens, and addressing critical issues like climate change and food security. These objectives are difficult, if not impossible, to achieve without China’s cooperation.

China has subtly signaled its displeasure, with a foreign ministry official recently noting that one ASEAN member has been less cooperative in the South China Sea. This veiled criticism underscores the stakes and the potential for Beijing to leverage its influence.

However, the Philippines has demonstrated it is no longer willing to passively accept violations of its sovereign rights. A more assertive stance, coupled with efforts to modernize its military and expose China’s tactics, has garnered international support for freedom of navigation in the vital South China Sea.

The previous administration’s attempts to cultivate closer ties with China yielded limited economic benefits and failed to curb aggressive behavior in the West Philippine Sea. Despite assurances, harassment of Filipino personnel continued, highlighting the imbalance in the relationship.

While some dismiss the current approach as unnecessarily confrontational, or even accuse critics of parroting Chinese propaganda, few offer viable alternatives beyond a return to failed policies or unrealistic calls for independent defense capabilities.

The Philippines stands at a critical juncture. The current strained relationship cannot continue, and a shift in strategy is imperative. The 2026 ASEAN chairmanship presents both a risk – potential humiliation if China retaliates – and an opportunity to forge a more balanced and sustainable foreign policy.

Inviting President Xi to the signing of the South China Sea Code of Conduct could be a pivotal gesture, signaling a willingness to reset the relationship on a more constructive footing. But this requires a carefully calibrated approach, balancing firmness with a genuine desire for dialogue.

Resuming the e-visa system for Chinese visitors, framed as a way to separate maritime disputes from broader cooperation, is a positive step. China’s own gestures – acknowledging President Marcos’s greeting and providing aid after recent storms – suggest a reciprocal interest in de-escalation.

Dedicated individuals within the Philippine embassy in China and the business community continue to explore opportunities for cooperation despite the challenges. Amplifying their efforts could unlock new avenues for engagement and mutual benefit.

The Philippine economy, struggling to achieve its growth potential, needs all the support it can get. China remains a crucial trading partner, and fostering stronger economic ties could provide a significant boost.

Business groups, with their deep understanding of the Chinese market, can offer invaluable insights to policymakers. Their expertise is essential for navigating this complex landscape and charting a course towards a more productive relationship.

Prudent communication is also key. Avoidance of inflammatory rhetoric, such as discussing potential involvement in a Taiwan conflict or highlighting China’s military reach, will foster a more conducive environment for dialogue.

A temporary scaling back of joint maritime patrols in contested areas, while continuing exercises within Philippine territory, could demonstrate a willingness to de-escalate tensions and encourage a positive response from China.

The moment is ripe for a recalibration of the Philippines’ foreign policy. Striking the right balance – defending national interests while pursuing constructive engagement – will be crucial for navigating the challenges and seizing the opportunities that lie ahead.
