A sweeping designation by the Governor of Texas has ignited controversy, effectively barring two prominent organizations – the Council on American-Islamic Relations (CAIR) and the Muslim Brotherhood – from acquiring property within the state’s borders.

The Governor’s announcement framed these groups as foreign terrorist and transnational criminal organizations, citing a long-held belief that their ultimate goal is the imposition of Sharia law and the establishment of global Islamic dominance. He asserted that their actions actively support terrorism and undermine legal systems through intimidation and violence.

The official proclamation alleges a direct link between CAIR and Hamas, claiming the organization was initially established as a “front group” for the Palestinian militant group and its network within the United States. This assertion draws upon FBI assessments and historical connections to individuals convicted of terrorism-related offenses.

Specifically, the proclamation highlights the case of Ghassan Elashi, a founding member of CAIR’s Texas chapter and a former treasurer of the Holy Land Foundation, who received a 65-year prison sentence in 2009 for financing terrorism. This case is central to the Governor’s justification for the designation.

The proclamation further details the historical relationship between Hamas and the Muslim Brotherhood, noting that Hamas originated as the Palestinian branch of the Brotherhood in 1987. It also points to restrictions and prohibitions placed on the Muslim Brotherhood by several nations, including Austria, Bahrain, Egypt, Jordan, Saudi Arabia, and the United Arab Emirates, due to concerns about terrorism and destabilization.

CAIR vehemently refuted the Governor’s claims, characterizing the designation as a baseless publicity stunt fueled by anti-Muslim bigotry. The organization emphasized its three decades of work defending civil rights, promoting religious freedom, and advocating for justice both domestically and internationally.

In a strong statement, CAIR pointed to its consistent condemnation of all forms of violence, even noting that its national executive director was once targeted by ISIS for its outspoken opposition to terrorism. They accused the Governor of relying on debunked conspiracy theories and falsely attributing quotes to the organization.

CAIR further alleged that the Governor’s actions are motivated by a pro-Israel stance and an attempt to discredit American Muslims who are critical of Israeli government policies. The organization highlighted its past legal successes against the Governor, successfully suing him three times for alleged violations of the First Amendment.

The Muslim Brotherhood has not yet issued a public response to the Governor’s designation, leaving unanswered questions about their potential legal challenges or public statements regarding the accusations leveled against them.

This unprecedented move raises significant legal and constitutional questions, potentially setting the stage for a protracted battle over civil liberties, national security, and the definition of terrorism. The implications of this designation extend far beyond the borders of Texas, sparking a national debate about religious freedom and the rights of Muslim organizations in America.
