A wave of substantial fines has swept through the online gambling industry in Spain, totaling €33.5 million levied against 32 prominent brands. This latest action by the Directorate General for Gambling Regulation (DGOJ) underscores a tightening grip on operator conduct.
The penalties bring the total for 2025 to a staggering €111 million, issued through 58 sanctions. This demonstrates a clear escalation in enforcement efforts, signaling a new era of accountability for gambling companies operating within the country.
Leading the charge is Pablo Bustinduy, a politician and seasoned social policy expert. His background includes extensive academic work at prestigious institutions like Harvard and Columbia University, shaping his approach to regulation.
Bustinduy’s leadership has resulted in severe consequences for non-compliance. Twenty-six licensed operators faced penalties for serious infractions, while six had their websites blocked entirely for flagrant violations of gambling regulations.
Among those sanctioned, 888 Online received a €250,000 fine for technical failings. The DGOJ found the company had not met required standards for software and communication systems, and had utilized unapproved technology.
Betfair was penalized €100,000 – reduced to €60,000 due to early admission of guilt – for a critical lapse in responsible gambling protocols. An individual was permitted to place bets despite having a zero account balance, a breach deemed seriously irresponsible.
The most substantial penalties, a €5 million fine each, were issued to six operators: XYZ Entertainment, Moonrail Limited, EOD Code SRL, Samaki, Lone Rock Holdings, and Novaforge. The nature of their infractions remains particularly serious.
The DGOJ’s statement concluded with a firm message: under Bustinduy’s direction, the Ministry has imposed 58 serious and very serious sanctions this year, totaling nearly €111 million. This signals a resolute commitment to upholding standards within the Spanish gambling market.
