Lakanwal arrived in the United States in 2021 following the withdrawal of U.S. forces from Afghanistan. He sought and was granted asylum in April of the previous year, a process that typically involves extensive vetting.

Remarkably, Lakanwal had previously worked with the CIA in Afghanistan. He was among those evacuated under Operation Allies Welcome, a program designed to assist Afghans who had aided the U.S. mission during the long conflict.

The Operation Allies Welcome program prioritized individuals who faced significant risks for their support of U.S. efforts, or who had family members who did. Over 40% of those admitted through the program were eligible for Special Immigrant Visas, recognizing the dangers they faced.

This case presents a complex and tragic intersection of national security, immigration policy, and the sacrifices made by American service members. The investigation continues to unravel the layers of this devastating event.
