The 2025 report reveals the Philippines now ranks 75th out of 135 economies, its highest position since 2021, achieving an overall score of 42.39. This isn’t simply a numerical improvement; it reflects a deliberate strengthening of managerial skills, workforce adaptability, and a growing embrace of digital innovation.

Within Southeast Asia, the Philippines stands as the eighth-best performer, trailing behind economic powerhouses like Singapore, Japan, and South Korea. However, it notably surpasses regional neighbors Vietnam, Thailand, and Indonesia, solidifying its position as a leader among lower-middle-income economies.

The country excels in fostering continuous learning, with high rankings in lifelong learning and employee development. Professionals are also highly engaged digitally, demonstrating a strong presence on virtual social networks. Market competitiveness is also on the rise, with improvements in both market dominance and sustainability.

Experts emphasize that this progress isn’t solely about financial investment. Economies that effectively align education, labor practices, and innovation systems can thrive, even with limited resources. The key lies in developing a workforce capable of adapting to rapidly changing, technology-driven environments.

However, challenges remain. Attracting foreign talent continues to be a hurdle, hampered by low levels of external openness and a limited migrant stock. Governance and regulatory weaknesses also impact the “Enable” pillar, revealing ongoing concerns regarding the rule of law and political stability.

Despite these obstacles, the Philippines is demonstrably building the capabilities needed to support higher-value industries, exceeding the average performance of its income group. This upward trajectory coincides with the current administration’s focus on education reform, skills training, and digitalization.

The emphasis on adaptability and lifelong learning directly supports efforts to reskill Filipino workers for the demands of artificial intelligence and other emerging technologies. This proactive approach is crucial for sustained economic growth and global competitiveness.

While the nation’s English proficiency remains a significant asset in the global services market, experts caution that addressing fundamental gaps in basic education and increasing investment in higher education are vital for long-term success. A stronger focus on vocational training and workers’ rights is also essential.
