Westminster was thrown into turmoil as the head of the government’s independent budget watchdog, Richard Hughes, unexpectedly resigned. The dramatic move followed a critical leak that undermined the Chancellor’s recent Budget announcements, sparking accusations and political fallout.

The crisis unfolded when the Office for Budget Responsibility’s (OBR) economic forecast was published online a full 40 minutes before the Chancellor was scheduled to present her plans to Parliament. During a tense session in the House of Commons, the Chief Secretary to the Treasury, James Murray, confirmed Hughes’ resignation, stating he had learned of the news while responding to questions. Hughes, who had served as chairman since 2020 and was recently reappointed for a second term, had initially enjoyed the Chancellor’s full confidence. However, the leak and subsequent scrutiny over conflicting economic narratives proved insurmountable.

The controversy didn’t end with the leak itself. In the days following the Budget, OBR officials appeared to challenge the Chancellor’s claims about the state of the UK economy. She had emphasized low productivity as justification for difficult tax increases, but the OBR indicated that increased tax revenue had offset any productivity decline.

Prime Minister Keir Starmer defended the Chancellor, arguing the OBR’s review still revealed a significant financial shortfall. However, the opposition leader Kemi Badenoch swiftly condemned the situation, accusing the Chancellor of attempting to deflect blame onto Hughes and questioning a pattern of accountability issues within the government.
