The proposed “Exclusive Citizenship Act of 2025” would require current dual citizens to choose between their American identity and any other nation they claim as their own. This isn’t simply a future restriction; it applies to those already holding multiple citizenships.

Senator Moreno, himself an immigrant who became a U.S. citizen at 18, frames the issue as a matter of fundamental loyalty. He believes pledging allegiance should be absolute, a commitment solely to the United States and its principles.

The legislation doesn’t stop at existing dual citizens. Anyone seeking citizenship in another country after the law’s passage would effectively forfeit their U.S. citizenship, creating a stark “all or nothing” scenario.

A one-year window would be granted for compliance. Individuals would need to formally renounce their foreign citizenship with the State Department or relinquish their U.S. citizenship with Homeland Security. Failure to act would result in automatic loss of American citizenship.

The bill anticipates logistical challenges, mandating the creation of databases within the State Department and Homeland Security to track and enforce these changes. Those who relinquish U.S. citizenship would be treated as any other foreign national under immigration law.

This isn’t the first attempt to dismantle dual citizenship in the U.S. Previous efforts have focused on preventing dual citizens from holding public office, particularly in Congress, fueled by concerns about potential conflicts of interest.

The core argument behind the proposed act centers on the idea of divided loyalties. Proponents believe dual citizenship creates inherent risks, potentially compromising national security and the integrity of American interests abroad.

However, the path forward is fraught with legal hurdles. The Supreme Court has historically upheld the legality of dual citizenship, dating back to rulings in the 1950s, suggesting a significant legal battle looms.

The proposal echoes themes of stricter immigration control, reminiscent of policies pursued during the previous administration. It taps into a broader national conversation about what it truly means to be an American citizen in a globalized world.
