More than a billion pieces of vital protective equipment – masks, gowns, shields – purchased with public funds are being destroyed in Ontario, a staggering loss revealed in a recent audit. The total cost of this discarded inventory has reached a shocking $1.4 billion since 2021, a figure representing a profound failure in planning and oversight.

The crisis unfolded as the province continued to purchase PPE at pandemic-level volumes, even as the urgent need dramatically subsided. Mountains of unused supplies began to accumulate, many falling short of quality standards and destined for the incinerator. This waste occurred despite a desperate scramble for PPE during the pandemic’s initial surge, a time when shortages threatened the safety of frontline workers and the public.

Established in late 2020, Supply Ontario was tasked with managing the province’s stockpile, but the auditor general found the agency crippled by a fundamental flaw: a lack of effective inventory tracking. Instead of a modern, efficient system, the agency relied on outdated, manual processes, hindering its ability to accurately assess costs and manage supplies.

Ontario wrote off more than one billion items of personal protective equipment at a cost of $1.4 billion since 2021 and is now burning expired products, the province's auditor general found.

The result? A grim spectacle of destruction. 780 million pieces of expired PPE have already been burned, converted into heat energy – a process sharply contrasted with British Columbia’s approach of recycling these materials. The scale of the waste is projected to worsen, with hundreds of millions more masks potentially expiring in the coming years.

Long-term contracts, signed during the height of the pandemic, locked Ontario into purchasing massive quantities of PPE, far exceeding current needs. For example, 188 million surgical masks are purchased annually, yet only 21% were actually distributed last year. A similar pattern emerged with N95 masks, where only 22% of the 25 million purchased found their way to those who needed them.

The auditor’s report estimates that $126 million worth of masks will expire between 2025 and 2031 if current purchasing commitments remain unchanged and distribution doesn’t increase. This raises a critical question: is the province prioritizing long-term contracts over responsible resource management?

Despite the staggering waste, the minister responsible for procurement expressed “no regrets.” He defended the initial rush to secure PPE, blaming the previous government for accepting “substandard” foreign-made equipment. The focus, he asserted, has shifted to bolstering local manufacturing and ensuring a safe supply, even as mountains of unused PPE are destroyed.

Adding to the complexity, hospitals report receiving a disproportionately small share of the stockpiled PPE – a mere two percent. Despite the vast quantities held in storage, healthcare facilities struggle to meet their needs, highlighting a critical disconnect between supply and demand.

The auditor general’s recommendations center on improving inventory management, integrating data from various sources, and conducting thorough value-for-money analyses. Supply Ontario, led by the Premier’s former chief of staff, has agreed to implement these changes, promising a consolidated inventory system and increased collaboration with hospitals.

However, the sheer scale of the waste has ignited public outrage. Critics point to the agency’s leadership and the questionable decision to incinerate usable, albeit expired, equipment as evidence of mismanagement and a disregard for taxpayer dollars. The situation demands accountability and a fundamental reassessment of Ontario’s PPE procurement and distribution strategies.
